This excerpt ignores medical insurance coverage, which is mandated by ACA. It includes the phrase “work-related” to distinguish it from illnesses incurred outside of work. The no-fault nature of WC means workers only have to show a cause & effect relationship between their work and their illness. I presume that states that eased the requirements to show a pandemic illness is work-related have set a minimal level of requirements in that regard.
Eventually, one risk assumption system will pay for specific individuals’ illnesses; i.e. WC, health insurance, or out-of-pocket/ self-insurance. Further, consumers and taxpayers will pay those costs through the products and services produced by companies held accountable to pay the medical costs. And, ultimately, this points to the necessity of properly educating consumers, voters, and taxpayers in regard to their choices of how to best fund medical costs while ensuring fair access to medical care. The kindergarten-level of such an education is that public systems are the most costly due to fraud and waste, and that they do not produce a sufficient supply of services due to budgeting controlled by political operatives rather than consumer choice.
