Probably shouldn’t have been, but you can’t close Pandora’s box now. Native Houstonians know this. These thousands of new people don’t understand that it’s simply a way of life in Houston. Eventually it’ll flood, even “if it’s never flooded before”, which actually just means the rain hasn’t fallen in that particular area since your house was built. But ever part of Houston has had a flood at some point in the distant past.
