More talk of ideas that won’t do much good. Lets see what would help:
1. Don’t build houses inside of a reservoir that are at an elevation lower than the top of the dam Duh.
2. Remove homes from the flood plain. Water is just going to the lowest point, it’s not a drainage problem, it’s an elevation problem.
3. A third reservoir in west Houston will do zero to alleviate flooding in the majority of Harris County.
None of these ideas are going to solve the problem of pouring more concrete. Require a minimum amount of pervious materials like San Antonio does for aquifer recharge. Let the ground absorb more water.

Now if only there was some law on the books that construction (using Federal aid) done in flood plains also takes into account the future of rising sea levels too! That and what is cited in this article would be an excellent double-whammy on mitigating future flooding issues. But, ahh, nope, that law doesn’t exist … anymore.

Maybe it is time for TX to implement an income tax instead of looking to the federal government to pay for these projects.
