    I don’t understand how TDI can legally approve this rate filing. They are supposed to see that rates are actuarially sound, but by their own estimation, TWIA says they are inadequate by 44%. That inadequacy has grown each year over the past three years, but TWIA keeps filing 0% rate changes. How can TDI legally approve an inadequate rate? They have no problem denying (well, they used to deny, they pretty much approve anything now) rates they feel are excessive, so it should work the same way the other way around. TWIA and TFPA will continue to have to assess member companies if they don’t stop suppressing their rates.
