ECS Environmental Program Prepares to Facilitate NTC Redevelopment Project

ECS Underwriting, an XL Capital company, is providing the project at the former San Diego Naval Training Center (NTC) with a policy that will protect both The McMillan Companies, the site’s developer, and the City of San Diego from potential environmental and financial liability during and following the property’s redevelopment.

Purchased by McMillan, the policy was designed by ECS Underwriting, in cooperation with two insurance brokers, United Commercial of Mesa, Ariz., and Wood-Gutmann of Irvine, Calif. The program, a tailored form of the Pollution and Remediation Legal Liability (PARLL) insurance policy, includes coverage against third-party claims that may result from pollution conditions, or involve cleanup costs and legal defense.

The City of San Diego’s plans to revitalize its waterfront include transforming the former NTC into an urban village that mixes new homes and businesses with recreational, cultural and educational facilities. In addition to San Diego NTC’s policy, ECS has created customized environmental insurance programs for former military bases pursuing extensive residential construction. The projects include (but are not limited to) Denver’s Lowry Air Force Base, Fort Sheridan in Highland Park, Ill., and the Orlando, Fla., Naval Training Center.
