    As a Risk Management and Insurance professional, I am getting so fed up with the State Funds such as this hosting seminars on reducing or eliminating payroll fraud. And if one were to read publications such as this it would be quite evident as to the number of payroll fraud cases found just in the last few years, particularly in California.

    The fact is they don’t want to eliminate fraud because by doing so they would eliminate jobs. And we all know they want to maintin and increase employee count.

    TO ALL WHO READ THIS. I am putting this challenge forth to Donna Gallagher (and anyone who knows her can pass this on to her). If Donna Gallagher were truly interested in eliminating payroll fraud she would entertain out proposal.

    We have a system that will eliminate payroll fraud, eliminate audits and ALL PREMIUMS collected on audit, dramatically reduce or eliminate the expense related to the audit function (whether internal or external) and improve the State Fund’s “Use of Money” by 18 to 24 months by eliminating AP collected on audit. If, the State Fund in California is anything like the State Fund in NY, the amount of premium collected on audit amounts to roughly 35 – 45%. They use the use of money on these dollars until they are collected on audit.

    By using our system, the profits produced (from the savings outlined above would be enormous. And those profits would all be derived from existing and or lower rate structures.

I hereby challenge the State Fund and or the Governor to entertain our proposal. If they can find a flaw in this approach (which by the way we currently utilize) I will publicly apologize for my remarks listed here.

    Attorney’s do not get paid unless worker’s get settlements and this is got to stop, immigrants call Worker’s Comp. settlements
    as “Easy Money” and regard employer’s and WC carrier’s as “sucker’s”
