Calif. State Fund Appoints Clark Vice President

The California State Compensation Insurance Fund has appointed Thomas D. Clark to vice president and member of the Executive Committee.

“Tom’s extensive experience in marketing as well as claims will be invaluable as State Fund re-aligns our operations to more effectively deliver our products and services to all of our customers,” said State Fund President Janet Frank. “He will be a great asset to my senior management team.”

Clark, 54, of Elk Grove, brings more than a quarter-century of workers’ compensation experience to his new vice presidential post. Clark began his State Fund career in 1980 when he was hired as an auditor for the organization’s San Diego district office. Two years later he joined sales and earned membership in the fund’s ‘Million Dollar Club.’ In 1988, he was appointed assistant claims manager at the Stockton district office in the first in a series of promotions in claims. He also served as field services manager in Stockton.

After being promoted to manager II in 1994, Clark oversaw development of the claims management services program. His expertise and leadership was tapped once again in 2001 when Clark was appointed manager of the marketing department, where he oversaw the successful management of the State Fund’s broker program. Two years ago, Clark returned to the Stockton district office as district manager. At the time of his appointment to vice president, he was serving as the Sacramento district manager.

Clark earned a master’s degree in public administration from San Diego State University and a bachelor’s degree in business/behavioral science from Westminster College in Salt Lake City.

The SCIF, based in San Francisco, is California’s largest provider of workers’ compensation insurance with approximately 200,000 policyholders.
