Talk about hitting people when they are down! We understand that the state needs money, but what are people suppose to do..not travel..or be nervous when they do?? If anything this will cause more people to leave the scene without reporting the accident. Thus inturn will cause insurance rates to increase. Individuals are already having a hardtime with paying their bills now.
