I’m sorry, but an extra $3,000 / year should not be a big deal. 4MM in coverage is not a ridiculous amount. I wrote excess coverage for over 5 years, and frankly, just about every business should be carrying that.
I would think that most fair vendors should be able to go to standard markets where they would only be paying between 1500 – 2000 for the extra coverage. I know it’s not nothing, but there is a cost to do business.
As far as the Re-enactment groups go…if they’re paying $ 1,000 for a uniform, an extra 3 or 4K shouldn’t be a problem. How many members are in these groups? If there were only 50, that would be what an extra $ 80 / year max.
Simple solution, post a sign saying “$500,000 is our liability limit. If you think you need more protection while attending this event please purchase health (or rely on medicaid/medicare), accident (cheap), accidental death and disability (cheap)and life policies for you and your loved ones.” 24/7 coverage (not just while on state property) and no one has to be proven liable for you to be compensated for your injuries. P.S. If injured by a participant, coverage will be provided by the participant’s personal liability coverage from their homeowner policies.

People want to enjoy a hobby and have to put up with everyone looking to sue, causing costs to rise for everyone. Why pay class warfare and talk about an extra “3 or 4k shouldn’t be a problem.”
If this issue is not resolved, public awareness of the great US Civil War battles fought in Oregon might be diminished.
