What ever happened to comp being the sole remedy. Sorry for the parents to have lost their daughter but how was Caltrans responsible, oh I forgot the jerk who murdered her by driving drunk has nothing and someone has to pay. So in this case it was Caltrans. No wonder California is going broke.
The drunk murderer was probably broke and the $850K is likely the only money this family was going to get. It’s a shame that Caltrans has to pay it though.

It would be much more informative is the report included at least a summary of the accident and determination of fault.
