“Transact”? I worked for Covered California when it first started in 2014 and posed this question to our supervisor-trainers. They said we would only “assist” the callers on their decision which was ultimately theirs to make. Baloney, I was one of the few with past insurance experience and any knowledge of copays, coinsurance, coverage limits and difference in HMO’s, PPO’s, HSA’s, etc. We were inundated with questions and pestered with advice on which plan to choose and why…all employees should have been licensed! The DOI is capricious in it’s assessment and enforcement of this.
