Everything to do with health insurance carriers and ACA seems like it takes several months. It's all a Cluster. Just because your insured says his 1099 helper is not an employee doesn't make it so.
Unless that helper has his own coverage and provides an insurance certificate he will be covered by the work comp policy.

Find a nice regional carrier that wants to actually be a partner with its agents. Cincinnati Insurance and Auto-Owners have both publicly stated that they will NOT compete against their own agents. No direct channels, independent agents only. I don't think AO is in CA yet, and Cincinnati is heading ...

I would try to talk him in to self-insuring. It doesn't make sense for an insurance company or for a property owner to insure. If it's not worth it to him to repair the property, would he even rebuild anyway?
