Does anyone know if there are any companies that rate different liability rates by address or territory based on NAIC or SIC designations. IE, a plumber in Kansas City would get a different rate than one in St. Louis.

If you really want choice, be sure to let your carrier representatives know that. The problem is that carriers are very selective about letting new vendors play in the realtime sandbox. The real problem is not the vendors. It is the insurance companies. Agents need more competition. The current vendors are fat and content with splitting the market. I know of no rule of such in NY. It may be that the insurers you are referring to just don't want to handle adverse notifications on renewal. I know that the renewal practice is quite prevalent. Insurors check insurance score, MVR, protection class, estimated valuations, etc at renewal but may do it...
