SCIF is probably your only choice.

I believe Companion and/or Castlepoint might entertain this risk with a lapse.
If not, it'll more than likely need to get SCIF'd.

This is an interesting one. The lapse makes it difficult but, if you wanted to evaluate the CA market for all companies that write this risk, I'll and help out.

Class code 5057 can be a bit broad, if you want to be more specific based on your description of a structural steel contractor I would use SIC 1791 (Iron or Steel Erection)

Below is the analysis from the Risk Metrics tool we use. This shows a cout of all active work comp policies in the state of California and what carrier group is currently insuring them.

Risk Metrics Market Share For: California
Carrier Group Name - & - Policy Count
STATE COMP INSURANCE FUND OF CA 344
EVEREST REINSURANCE HOLDINGS GROUP 36
ZURICH INSURANCE GROUP 34
AMERICAN INTERNATIONAL GROUP 27
BERKSHIRE HATHAWAY GROUP 27
SEABRIGHT INSURANCE COMPANY 24
OLD REPUBLIC GROUP 22
TRAVELERS GROUP 16
BLUE CROSS BLUE SHIELD OF SOUTH CAROLINA 16
AMERICAN ASSETS GROUP 16
DELEK GROUP 14
LIGHTYEAR DELOS GROUP 13
LIBERTY MUTUAL GROUP 12
ZENITH NATIONAL INSURANCE GROUP 11
PENNSYLVANIA MANUFACTURERS GROUP 10
DEPARTMENT OF INDUSTRIAL RELATIONS 8
HARTFORD FIRE AND CASUALTY GROUP 7
UNION LABOR GROUP 6
SPARTA INSURANCE COMPANY 5
MAJESTIC INSURANCE COMPANY 5

I'd agree with the comment that you best be is the State Fund but I would also check out Everest, Zurich/Farmers, AIG an some of the others that have a couple of these risk already on thier books.
