Coverage for third party use of auto policy

What are:

1) Occasional and permissive user on an existing auto policy and,
2) Policy to cover the driving of hired and non-owned automobiles

What do they cover and in which situations? In case of commercial use, does the policy 1) cover also if the personal policy does not cover permissive use?
