Police Dispatcher Arrested for Fraud

A Vacaville, California Police Department dispatcher was charged with three counts of felony insurance fraud.

Lenette Weishaar, 42, of Vallejo, Calif. allegedly injured her lower back on Oct. 26, 1994, when she slipped and fell in a hallway at work.

Weishaar filed a workers’ compensation claim, began medical treatment, and had three back surgeries in the time frame of several years. Investigators from the CDI Criminal Investigations Branch’s Fraud Division alleged that Weishaar was awarded 100 percent permanent disability in early 1999, providing her with disability payments for life. She was also awarded a future medical award to cover all medical costs to cure or relieve the effects of the injury.

In late 1999, Weishaar reportedly informed the city of Vacaville via change of address that she was moving to Southern California. An investigation revealed Weishaar’s new residence was a boat, and video surveillance was set up, capturing images of Weishaar participating in physical activities that were reportedly not consistent with a 100 percent disability rating.

Video footage spanning over a year’s time captured Weishaar’s activities, including a camping trip. The videos contradicted statements Weishaar made to evaluating and treating physicians in Alameda County, and statements made in a sworn deposition, contributing to an over-assessment of her disability rating, which was reduced to 49 percent.

The lifetime disability value in this case is estimated to exceed $1.8 million.
