    I doubt any state worker is suffering because of losing one day’s pay so why is there a need to “lessen the blow?”

    PA is not alone in it’s inability to act responsibly in making sure budgets are passed on time. It’s a standing joke for many states. We shouldn’t find it amusing. What is says is state governments are eithe unwilling, unable, or incompetent to act responsibly and work out their problems to avoid a crisis situation. What work of magic brought these blockheads together so that only one day of work was lost? Why did they wait so long? The state has patience for those who are late paying their taxes. Talk about a double standard.
