3 Promoted to Top Posts at Ohio Department of Insurance

Ohio Lieutenant Governor and Insurance Director Mary Taylor has promoted three members of the Ohio Department of Insurance leadership team.

Laura Miller, previously chief of the department’s Product Regulation and Actuarial Services Life and Health section, has been promoted to assistant director of Product Regulation and Actuarial Services. She will now be responsible for ensuring insurance company product and rate filings are compliant with applicable state and federal laws.

Miller has more than 10 years of managerial and actuarial experience in the insurance industry as an actuarial consultant, associate and analyst.

Todd Oberholtzer, previously the department’s assistant chief counsel, now heads the department’s legal operation as chief legal counsel, and is responsible for management of its attorneys, who provide legal services to agency leadership and staff.

Oberholtzer has worked in the insurance industry for more than 20 years in various leadership roles, including as an insurance defense trial attorney, claims legal counsel, claims supervisor, and claims adjuster.

Dwight Radel, previously chief financial analyst in the Office of Risk Assessment, has been promoted to assistant director of Risk Assessment. He will now be responsible for ensuring the approximately 1,700 insurance companies licensed to do business in the state are financially compliant with Ohio insurance law.

Since joining the department in 1986, Radel has worked as an insurance examiner, analyst and most recently as Chief Financial Analyst.
