Let’s see, Sandy was a hurricane before it was not a hurricane. These people are a joke. Everytime they predict a busy season, it isn’t. Kind of like our weatherman who says there is a 30% chance of rain and when it doesn’t rain, he says he did say it was only a 30% chance. They can’t get weather right two days from now.
Our weatherman just grins at the camera and he is right about 50% of the time on the weather a couple of days later in the week. I think weather forecasting was more accurate 30 years ago when they sent up weather balloons to get the pressure etc. They would draw the fronts on the map etc instead of all the computer projections they have now.

Paul the German octopus was a much better predictor of World Cup winners than NOAA is of hurricane predictions.
