A standard HO policy should provide liability insurance to the owner of a dog or domestic cat so there should be little demand for a special pet liability policy. If an HO insurer excludes coverage for an attack dog or pet mountain lion, yes, a special policy would be needed but that is a far cry from pet “health” insurance.
