I’m not smart enough to know what the solutions are. But whatever the solutions, they must comply with the Constitution of the United States. Neither the president not agencies can make laws or enact regulations that are unconstitutional. Want to “save the planet?” … do it in a manner that is constitutional. (And no, congressional inaction does not invest legislative authority in the executive branch – or put in a more straightforward manner… regardless of whether the Congress acts at all on an issue or acts “too slowly”, it is unconstitutional for the president (or agencies) to create the laws they want.)
