This is a good first step but a $1m policy limit is not near enough. I am sure the GL carrier for the operator in FL quickly paid out their $1m limit for the two teens that were severely injured. The girls are likely going to require care of one sort or another for the rest of their lives.
I would think a $5m or $10m umbrella would also be required if the bill would truly protect the participants.
