Five Vice Presidents Take New Positions at Blue Shield of California

Blue Shield of California has appointed three new vice presidents and assigned new responsibilities to two current executives in areas including finance, network management, customer service and information technology.

Roger Neaves was named vice president of information technology, applications services, overseeing the development and enhancement of new and existing application systems as the company continues to focus on enhancing its online tools for consumers, providers and producers. He will report directly to Blue Shield Senior Vice President and Chief Information Officer Elinor MacKinnon. Prior to joining Blue Shield, Neaves was senior vice president of global technology at Charles Schwab & Co., responsible for initiatives that focused on technical services and data center operations. Neaves previously served as chief information officer and chief executive officer of Imperial Savings and Fiserv. Neaves studied computer science at the Hartford Institute and business administration at Golden Gate University. He is a veteran of the United States Navy.

Juan Davila has been appointed vice president of network management, reporting to Senior Vice President David Joyner. Davila will be responsible for provider contracting, network analytics, model contracts and reimbursement strategies. Davila comes to Blue Shield from HealthNet Inc., where he recently served as vice president of the health plan’s network management for California. He earned his master’s degree in business administration from University of California at Irvine and a bachelor’s degree in chemistry and philosophy from State University of New York at Binghamton.

Christopher Gorecki joins Blue Shield as vice president and corporate controller in charge of financial accounting and reporting, financial operations, procurement and taxes. Gorecki spent 14 years at Cigna Healthcare in Arizona, most recently as regional finance officer for the Western, Southern and Mountain regions, and has held positions as regional controller and director of accounting. Gorecki worked in public accounting at PricewaterhouseCoopers. Gorecki received a bachelor’s degree in accounting at Western New England College in Springfield, Mass., and is a licensed C.P.A. He will report to Chief Financial Officer Heidi Kunz.

Duncan Ross has been promoted to vice president of provider network strategy and operations. Since joining Blue Shield in 2003, Ross has been responsible for strategic projects and business planning as well as competitive and strategic analysis in network management. In his new role, Ross will be responsible for network strategic analytics and sales support, for maintaining network programs such as Centers of Excellence and Pay for Performance, and for driving improvement in the quality and efficiency of provider contracts administration. Ross earned his master’s degree in business administration from Yale University and holds bachelor’s degrees from Stanford University in psychology and engineering.

Lou Lombardo, who was recently promoted to vice president of producer experience, has been named vice president of installation and membership for customer service and corporate marketing. He will lead a 450-person team to provide customer installation, eligibility, billing, and receivables management services. Lombardo began his career with Blue Shield in 1992 and has served in numerous capacities in sales, marketing and corporate sales distribution strategy.
