Oregon Proposes Changing Insurance Licensing Requirements

The Oregon Insurance Division recently has proposed changing rules to restructure the order in which a person applies for an insurance license to eliminate the pre-approval process.

Restructuring the process would eliminate the pre-approval process that is currently conducted before other steps in the licensing process, such as examinations and background checks. The applicant would complete all other steps in the licensing process before submitting the application to the Insurance Division. To clarify the process, a new rule is proposed that states the order of the process for applying for a license.

The rules also would amend the fee schedule for examinations, in most cases reducing the amount of the fee. If the fee is not reduced, it would remain unchanged.

According to the state Division of Insurance, the rule changes would help to alleviate some of its workload. “The Insurance Division receives a large number of applications from people who do not complete the licensing process and never receive a license. The result is many hours of staff time devoted to processing applications that never result in a license being issued,” it said.

Public comments on the rule are due Dec. 27, 2010.
