The owner of the car has to produce the registration and proof of insurance. If it’s the driver, then the car will be impounded as there will be no insurance; therefore, no registration.
It’s ridiculously easy in California. Sure, most of the times its one of those nonstandard high broker fee companies, but there are more options that you can probably imagine. You really only need some sort of photo ID (And it doesn’t have to be a US issued ID) and you can get a policy.
Ideas are poorly presented. Even though the article is short, I had to read it several times to get a clear idea of the points.
Phrase should be, “down a Los Angeles Police Department policy.” “A” goes with a word that begins with a consonant sound, and “an” goes with a word that begins with a vowel sound.”
A local politician-Gil Cewdillo, recently convened a “summit” of Central and South American Consulates on this subject. The consul general of Mexico was interviewed and basically stated that the problem with too many unlicensed drivers(about 1/3 of all drivers in Ca are unlicensed) so the best way to solve the problem, so that would then logically mean that with fewer unlicensed drivers(read uninsured), the problem would be solved.
I kid you not. And this is not a view point held by the wacky fringe, but by a sizable group in Ca.
Try taking that position if you were an illegal alien in Mexico.
This is what happens when you close down the insane asylums and let the nuts run loose.

Silly, from an unlicensed insurance agent!
I understand all the words used in this article, but they make no sense in the order they have been written.
Agreed.
This report is poorly written/presented. You should not have to read something several times to make sure that you understand it.

Did you write this article? Because I have no idea what you just said.
Just another form of California “catch and release” enforcement of illegal aliens.
