I am pleased to see so many articles about the state’s success in combating fraud, but I’ve noticed that the carrier tends to be the State Insurance Fund. Does the state not have as much interest in prosecuting fraud against completely private insurers? Why are we not seeing similar results in cases against Zurich, AIG, CNA, Nationwide, etc.?

NYSIF is the dominant market for contractors in NY. Therefore, it stands to reason that most fraud is committed against NYSIF.
