well, first of all, i bet since it was so many – it was probably a mistake, not a fault. i wonder how much that investigation costs and if it hurt the budget for the state of maryland? granted, they probably saw something and could have sent a quick message to all hands involved to remind them of the various changes. 1 yr investigation, seems a tad bit long and expensive. um..um… wonder if the state could have saved some money?
