this is exactly what it is – a fund to be used to pay and defend malpractice suits for the doctors/nurses. this is not state money to be used for any other health care. the state needs to find another way to get money. it be like me wanting another companies profit to pay for my losses — NO NO NO! government here is trying to stretch an arm to access it’s hand into the cookie jar but it never got permission from the owner of the jar/money.
