Arizona put this law into action several years ago. It is not the fine that has to be big because the cost of the rescue can be in the thousands and even higher if a helicoper has to be called out. When someone gets a $23,000 bill for the rescue and it makes the news, it DOES make a difference.
I saw this happen once and was dumbfounded because the idiot thought he was a better driver than the guy they were trying to pull out. when he got stuck he was mad cause he had to wait…by all means, fine ’em but also send ’em the bill!
