      I was going to guess it was a Madoff driving (parking) the SUV on the tracks.
      Not sure why to blame FHA for this. They put up flashing lights and gates where roads cross the tracks. Drivers need to exercise some common sense too when they come to a RR crossing.

    The administration said in a May 1, 2013, letter to NTSB that it was still working on it.”

    It’s been almost 4 years and the last comment from the FHA was 2 years ago saying they’re still “working on it.” How long do they think it’ll take before they’ve figured out how to better protect people’s lives. 2 more years? 10? Are there even any penalties for them doing nothing?
