    Why weren’t ‘smart switches’ used earlier?

    I understand broken tree limbs are difficult to anticipate. The Utility companies are now trimming limbs, at the expense of their customers, which only makes sense to those customers when their power is out. Otherwise, they would object to rate hikes.

    The Fed is paying for some tree limb trimming. OK, government has to act preemptively when individuals won’t. But why not offer tax credits to homeowners who hire PROFESSIONALS to trim trees they know imperil power lines in their neighborhood? Many ‘eyes in the ‘hood’ can spot trouble sooner and cheaper than a utility or government agency.
