My suggestion is to clear wider swaths of land on either side of the highway. There are a few places in Montana where it is cleared 50-100ft back from the edge of the road. This gives a great open area to spot the deer.
Otherwise the vegetation is usually within 10-20ft of the road giving no time to spot the moving deer.
How about we have a blue ribbon committee propose they teach the deer how to read the warning signs? They could say – Warning, vehicles approaching.
