IF taxpayers are bailing out (unavoidable pun) cheapskate homeowners who will beg for financial help after a flood they knew was imminent and predictable, they should vote for political candidates who pledge to fix this ongoing problem. Examples mentioned in the past include risk mitigation through migration out of flood zones (municipalities buying homes and changing the zones to parks, etc.).
