    So, a NY Commissioner of Insurance has stepped up against them who hold bigger sticks and is backing down?

    No, I am for constructive change. I am not a fan of the NY Insurance Department and their heavy-handed approach to meaningful regulation. Call me a cynic, but I have this nagging sense that the NY Insurance Department has found its motivation for regulatory behaviour in politics, and the potential advantages gained by its members, rather than serving the needs of the citizens of NY.

    Of course, I have been wrong about the motivations of others many times before, so let me apologize to the Commissioner if my thoughts are off-base.
