Why is this Arab Bank litigation being allowed to continue?

The US Justice Department intervened and barred all civil litigation against the Saudi businessmen and Royal Family members identified by the 9/11 Commission to have partially financed the 9/11 attacks.

How could the asserted actions by the Arab Bank be deemed more egregious?

It’s probably being allowed to continue because Jordan is not Saudi Arabia.
