Having taken the time to read the article I did notice that they are looking into all potential distractions not just cell phones which are certainly a significant one. I can see as well why Confused would ponder the question presented to you.

Time to pick a side. You are either with President Obama and more regulations to reduce cell phone use while driving, or private enterprise and maintaining and possibly increasing cell phone use while driving.
These inattentive cell addicts probably need some kind of sensor in the seat to give them a shock if they start texting so they can drive more safely.
