Jack, I have found that the resume’, education and years of experience tells me a lot. If the applicant is obviously a crackerjack, we do the best we can. If they are coming from much larger organizations, chances are we can’t match.
Why waste their time interviewing? Because many people consider factors other than pay when weighing employment options. Benefits, perks, working conditions, flexibility, commute distance, advancement opportunities, etc. could make your shop more attractive even if your pay is x% less than a competitor.
Indeed. Not to mention cost of living, housing costs, quality of schools, access to recreational activities, and more. People have been known to relocate for quality of life.

I am losing my job in October at a large carrier due to downsizing, and am smart enough to understand I will probably take a pay cut to get re-employed. Unfortunately I’ll never get the chance to interview for many of those positions if I tell them my current salary.
