When someone can’t pass a licensing test, they don’t get to legally drive a car until they pass said test.
When someone can’t pass a firearms test, they can’t own a gun until they pass said test. Ha ha ha … just kidding, there is no required firearms test.
When will you big government liberals understand this concept: laws and increased punishments do not change behavior, consequences from accidents might.
People intrinsically believe they either can handle this or will not get caught. That is why there are still murders, illegal drugs, theft, speeding, drunk driving, etc.

As far as his equating no valid U.S. license with no insurance, that’s either feigned ignorance or fake news, as several insurance carriers writing in Tejas will gladly issue a private passenger auto insurance policy to a driver with no US license at a hefty surcharge. Why? Because these policies generally have good retention and experience.
