The airlines are looking for bailout money, grants, or loans from the government.
The government needs to take the firm position that there will be NO bailout unless the airlines ( UNITED ) issues ticket refunds, not vouchers.
This needs to be enforced on a federal level and monitored so the airlines cannot find a way to circumvent the order to refund tickets purchased, especially before the COVID-19.
I realize the airlines had no control over the virus, but neither did we.
