The proponents of all these regulations have never worked on a farm or in any ag related industry. There was never any reason to suspect that the fire and explosion was the result of illegal activity. It was planting time. Which means that all seed dealers would have increased stocks on hand. The problem arouse from improper storage of the fresh seed. I would opine that the seed had not been properly dried. Wet/moist seed decomposes. That cause heat. When contained in a pile, there is no way for the heat to disperse. A fire will ensue. That is why so many hay barns would burn down. Improper storage. Unfortunately, the error was compounded by storing explosive fertilize near the seed. One error led to another which resulted in an explosion. Then the sting of errors got worse. The town had grown out and surrounded the seed facility. And, unfortunately, the volunteer fire dept did not have the training to deal with the situation, nor any inspection procedures to prevent the whole situation. Common sense would have prevented all of this. 20/20 hindsight is always perfect. Just ask any bureaucratic pencil pusher.
