This study appears to be very limited and biased. You do not HAVE to be distracted by a distraction. How about smoking, taking pills, sneezing, reading directions, cuddling, ogling, accident rubbernecking, construction activities, adjusting sound systems, finding your CDS or tape, setting up your GPS, etc. There are literally hundreds of distractions to driving. How one deals with them is key. If you are distracted and continue driving you must adjust your driving to the distraction. Back off, slow down heighten your focus on your surroundings or pull over depending on the extent which you are distracted.
