I was surprised the rate per 100,000 vehicles was not higher. I had always believed Honalulu (tourist areas in particular) was the worst in the nation. So much so that when I opened the article I was expecting to hear that finally everyone on the island was now driving somebody elses car and now the struggle was to steal a better car than you stole last time.

Good question. The island isn’t that big and you would think the cops would be all over stolen vehicles.
They chop them up and resell the parts in their “chop shops”.
