@ David, it’s been past time that CA did this. Allowing people to build in brush areas and along slipping coasts have contributed to their budget woes.
Oh yeah, let’s not forget those who won’t let landowners clear the brush on their property for fear of disrupting a bug’s life.

California can’t handle its budget but it thinks it can handle the weather!
I think now’s the time to implement responsible land use policies and mitigation efforts to minimize the losses left behind by a natural disaster.
One more reason California can’t attract normal people.
