Isn’t it interesting how another large state, Texas, which has no income tax, has in the recent past had a surplus (not sure if they still do). California also has many of the same exact resources at hand (agriculture, off-shore drilling, etc.)
Can we please borrow someone from Texas to run California for a few years?
90% of the policy holders of this state will receive no fire protection from this tax on our insurance. We are not in the areas that burn year after year, but under this we will be forced to pay for those in the fire areas.
Why not require stone or brick houses with fire proof roofs in those areas. If you don’t have one, tear it down and build one.

No, just increasing the costs of insurance. It’s still a financial burden on businesses and individuals.
If only it were that simple. I think California needs to blow up its state Constitution and start from scratch.
