What can you say except this is what is expected in California.
Business is leaving in large numbers, taxes are high and the public employee unions ontrol the state. In addition they are in heavy debt. Maybe they should be concerned about these problems.
I lived in Ca for most of my life, in the SF Bay Area and Tracy (SJ Valley). There are two reasons for the smog, terrain and weather. Most if not all the smog from the SF Bay Area is blown inland due to the close proximity to the coast line that ALWAYS blows the wind inland. Then add in a funnel called the Altamont Pass and then top it off with an inversion layer (high pressure). The smog basically funnels into the valley and sits there, while the SF Bay Area gets nice clean air daily off the Pacific Ocean.
Does anyone know why the fines were waived?
