I have to wonder, did the official report include the fact that the City was aware of the use of the building but did nothing to enforce the codes (or did they)?
I remember that a part of this case was that city inspectors were putting off inspections in that area. They would show up at the location and if there was nobody available they would just simply leave and neglect to follow up.
To me that seems only a bit better than them being aware of the issue and just not enforcing it.
