This is negligence of maintenance just like at the Oroville dam. These levees are supposed to be maintained by the water districts who “own” them, yet they look the other way, cross their fingers and don’t properly monitor the groundhogs and other animals who dig tunnels. Like Oroville they had 6 season of very dry conditions to assess and fix problems.
