    I don’t see Gov. Brown signing that bill. It is not in his nature to reward incompetence; it is in his nature to punish incompetence. After the cancers outlined in Erin Brockovich, the San Bruno gas explosion, and now the Northern CA wildfires, PG&E has three strikes on them. A fair-minded person such as Gov. Brown would be highly unlikely to shield these consistent wrongdoers from liability, IMHO.

      He is certainly rewarding the high speed rail, this is incompetence and runaway spending at it’s finest. Essentially it’s fraud and one of the driving forces behind it.
