Markel Insurance Co. named Thomas K. “Smitty” Smith as vice president of marketing. Smith joins Markel after three years as senior vice president and managing director of the Richmond branch of Riggs, Counselman, Michaels & Downes, which he established.

Before RCM&D, Smith spent 16 years in a variety of marketing, business development, and senior management positions with The Reciprocal Group in Richmond.

National Association of Insurance Commissioners President and Alabama Insurance Commissioner Walter Bell was recently elected vice chairman of the International Association of Insurance Supervisors Executive Committee. Bell joins the Executive Committee as the association nears completion of recommendations on standard setting and implementation initiatives for the IAIS through 2012.

The chairmanship of the IAIS became available when former Maine Superintendent and 2006 NAIC President Alessandro Iuppa stepped down to pursue a career in the private sector. Iuppa had been chair since 2004.

IAIS members also elected Michel Flamee as chair of the committee. Flamee is vice chair of the Banking, Finance and Insurance Commission of Belgium.

The IAIS, comprised of supervisors from 180 jurisdictions, develops international standards on insurance regulation.

National wholesaler Burns & Wilcox announced the addition of Lisa Crawley, who joins the company’s Baltimore office as office manager. The announcement was made by Richard Trippe of the Burns & Wilcox Baltimore office.

Crawley specializes in errors & omissions, high-value homeowners and vacant buildings coverages. Previously, Crawley served as a senior commercial lines underwriter for Penn National Insurance in Hunt Valley, Md.

The Atlantic Companies’ board elected Daniel H. Olmsted, its president and chief operating officer, to the additional post of chief executive officer.

Klaus Dorfi, who has served as CEO since 1997, will continue in his role as chairman until he retires at the end of this year.

Olmsted was most recently promoted to chief operating officer in April 2006 and president in June 2004, when he was also made a member of the board. Olmsted joined The Atlantic Companies in 1984 and performed in a variety of roles in its commercial and personal insurance business divisions and as corporate counsel.

Retired Marine Corps General and former Comptroller Bob Milligan has assumed his new role as Florids’a Insurance Consumer Advocate. In making the announcement, Chief Financial Officer Alex Sink said she will work with legislative leadership to enhance the current powers of the advocate.

Milligan was elected Florida’s Comptroller from 1994 until 2002. He served in the U.S. Marine Corps for 35 years, rising to the rank of lieutenant general. While a member of the Florida Cabinet, Milligan helped create the current position of Chief Financial Officer.

All Risks, Ltd., a national wholesale broker and managing general agent headquartered in Hunt Valley, Maryland, has opened its sixteenth branch office in metropolitan Orlando. The Orlando office joins other Southeast branches in Atlanta, Georgia; Ft. Lauderdale, Jupiter, and Tampa.

The Orlando office will be staffed by Liz Henderson, an underwriter with 17 years of insurance experience, and underwriter Leah Moss, who has 20 years of industry experience.

Custard Insurance Adjusters Inc. promoted Robert Soby to chairman of the board and chief executive officer and Rick Linville to president.

With 30 years of industry experience, Robert Soby joined CIA in 1999 as an executive vice president with responsibilities for administration of the company’s home office.

Linville, who joined Custard in 1982, most recently served as senior vice president and director of National Sales and Marketing.

AIR Worldwide Corp. announced that John W. Rollins has been appointed to the position of vice president. Rollins will be based in Tallahassee, Fla. and will provide catastrophe-risk related actuarial consulting services to AIR’s clients. In addition, he will direct and oversee the AIR Institute, an education and training program to meet the growing industry need for skilled catastrophe risk modelers and managers.

Most recently, Rollins was chief actuary and director of corporate analytics at Florida’s Citizens Property Insurance Corp. Before Citizens, Rollins was chief actuary of the Florida Farm Bureau Insurance group.

Marsh & McLennan Companies’ Guy Carpenter & Co. announced that Chairman Salvatore D. Zaffino has retired from the firm. He is continuing in his role as non-executive chairman of Guy Carpenter & Co., LLC. In this capacity, he will work in a consultative role with senior management at both Guy Carpenter and MMC.

Zaffino was appointed chairman of Guy Carpenter in 1999. He previously had served as chairman and CEO of Sedgwick Re North America from 1993 to 1998. From 1985 to 1993, he was chairman of Crump Re, an organization he created and continued to manage until its merger with Sedgwick Re. He began his insurance career as an underwriter for American Mutual.

Guy Carpenter & Co., LLC, has named Steven Hanke as senior vice president- treaty for the Eastern Region of North America. Hanke will be responsible for new business development and client services. He also will play a role in building on the firm’s Professional Liability Specialty Practice services, including errors & omissions, directors & officers and employment practices liability. Hanke will report to David Schoenrock, managing director, and will be based in New York. Previously, Hanke was senior vice president at Aon Re.

Scottsdale, Ariz.-based Nautilus Insurance Group promoted Jim Schiffer to senior vice president of underwriting. Schiffer joined Nautilus in August 2006 as vice president of operations.

Prior to joining Nautilus, he held management positions with Aetna and Travelers P&C in Commercial Underwriting and Insurance Operations, including the start up of a specialty operation for program business.
