Another opportunity for state/local governments to exercise fraud waste and abuse for their political and union friends, from a country that is broke. Cuomo and Schumer are freezing out all non-union and out of state contractors to keep the work local and over priced.
New Orleans was rebuilt by out of state workers and is still ongoing. Sandy will have issues for many years to come.
A couple of things come to mind. First is that this Appropriation from Congress would complete FEMA Administrator’s grand plan to eliminate FEMA’s oversite of federal expenditure of funds by giving the “States” the money without restrictions….the rich get richer the poorer get screwed.
Also, I will be very interested to see when Congress passes this appropriation where they intend to reduce the expenditures….after all was that not the last “federal mandate”?If they were going to expend funds they are required to show the funding source….
Federal funds will be used to rebuild houses and buildings known to be exposed to hurricane and flood damage, by this recent damage.
‘Federal Appropriations’ is a discrete way of saying taxpayers in the Central US states are partially paying for the ignorance and hubris of a limited number of Atlantic Cost inhabitants and the politicians they elect to office to help contractors, unions and other cronies who benefit from the repeated storm damage.
Hasn’t anyone in Congress ever heard of cost control measures? Risk mitigation? Flood plains? Adequate flood insurance rates?
With these recent cat events and Congressional reactions, it is now perfectly clear that 1-in-100 year storms are occurring about every 100 months, and that Congressional fiscal responsibility occurs about once in every 100 years.

Schuma is like the Palestinians, he never missus an opportunity to miss an opportunity.
